Problem Text	The Certification Policy section section 6.3 paragraph 3 says that Level 1 board members may be certified at Level 1 or Level 2. This should be changed to allow only Level 2 certified people to serve on Level 1 boards, because we believe that Level 2 certification is required because it ensures that the board members have the maturity and experience to evaluate candidates fairly
