Problem Summary	L1 certification requirement of 3 interviews is causing some workload issues for IBM. IBM proposes that the requirement be reduced down to 1 interview.
Problem Text	3 interviews for Level 1 certification is causing significant workload challenges for IBM. We propose reducing the number of interviews to 1. If the candidate is declined by the first reviewer, then a 2nd interview is automatically scheduled and completed. If there is disagreement between the first and second reviewer, then a 3rd reviewer must conduct an interview with the candidate.

Review Conclusion	The Specification Authority is concerned to retain the value proposition of the ITSC program that certification requires a majority or unanimous decision of three board members, or an equivalent process. It is agreed that evaluation by two people is an equivalent process if both evaluators agree to accept the candidate. Additional interviews must take place to resolve any disagreement.
