    issues for IBM. IBM proposes that the requirement be reduced down to 1
    Problem Text 3 interviews for Level 1 certification is causing significant workload
    challenges for IBM. We propose reducing the number of interviews to 1.
    If the candidate is declined by the first reviewer, then a 2nd interview is
    automatically scheduled and completed. If there is disagreement between
    the first and second reviewer, then a 3rd reviewer must conduct an
    interview with the candidate.
