Level 1 boards have proven to be difficult to populate with board members and the
arrangement of times for interviews and consensus meetings has been sufficiently
awkward to result in boards taking several weeks to complete. Instead of level 1 being
easier to operate and simpler to scale than level 2, the opposite is the case.
There are organisational and process improvements that can be made with the existing
Policy, but consideration should also be given to whether three interviews are required at
level 1
A suggestion for simplification follows:
? After the CA review, one Board member will review the Level 1 Certification Package
and interview the Candidate.
? If the Board member considers that the Candidate meets the ITAC Level 1
certification requirements, then the outcome is to accept the application for certification.
? If the Board member recommends that certification be declined, or wishes a second
opinion, a second Board member will review Certification Package and interview the
Candidate. If the two board members then agree on a decision to either accept or decline
the Candidate, then they communicate this agreed result to the CA. If the two board
members do not agree, then a third Board member will be asked to review the
Certification Package and interview the Candidate to achieve a majority decision.
