    If you look at the conformance requirements "Architecture Partitioning"
    21.3. The KLP reference is 40.2. I think that should be 40.3.
    Whereas 21.4, the KLP reference is 40.3 and I think it should be 40.2.
    In other words the KLP's for 21 - 3 and 4 are reversed relative to the
    description.
