Problem Description [CSC template]	The examination supervision guidelines has a list of items not permitted on examination desks which includes: - Highlighters, pens, pencils, or other writing instruments One candidate has commented that this is unnecessarily restrictive and would like to have had blank paper and a pencil to help analyse the options proposed. I propose changing this to: - Highlighters, pens, pencils, or other writing instruments (other than blank paper and a pen/pencil provided by, and collected at the end of the examination by, the proctor.)

Review Response	It is recommended that an update be made to the Exam Supervision Requirements to allow some form of working notes, and take steps to ensure that no exam leakage occurs through them --- that only Proctor provided pens/pencils and paper areused, and that all Proctor provided items are collected back and accounted for, including secure destruction of any notes. The current text should be modified as follows: Add to the Permitted List: Notepaper and pen or pencil(or equivalent, e.g. dryboard and marker) provided by the Proctor and returned at the end of the examination Change to the Not Permitted List from: "Books or notes apart from a dictionary for ESL candidates Highlighters, pens, pencils, or other writing instruments" to "Books or notes apart from a dictionary for ESL candidates, and notepaper (or equivalent) provided by the Proctor Highlighters, pens, pencils, or other writing instruments other than those provided by the Proctor" Then under section 1.3 we should add a new bullet "The testing center should issue each candidate with notepaper and a pen or pencil (or equivalent, e.g. dryboard and marker). The Proctor is responsible for ensuring that these are collected in at the end of the examination session and that all notes are securely destroyed. Under no circumstances will Candidates be permitted to remove notes from the examination room.
