    Problem Report Number 0040

Product Standard TOGAF 9 Training Course Accreditation
Certification Program TOGAF Certified by The Open Group
    Specification Training Course Accreditation Policy
    Location in Spec Section 7.2
Problem Summary There is a need for clarifictaion of what constitutes "Significant
changes to material directly related to the content of TOGAF 9" which
need to be notified to the certification authority.
    Problem Description
    [CSC template]
    1.Issue Description:

TOGAF 9 Training Course Accreditation requires a detailed mapping of the
training materials against the published Learning Outcomes.

Following accreditation, according to the Training Course Accreditation
Policy, "Significant changes to material directly related to the content
of TOGAF 9 must be notified to the Certification Authority".

There is no guidance on what constitutes a significant change. I would
see to guidelines on what changes a trainer can make without having to
notify the CA. This, together with a clear statement whether there is
any fee for processing such change notifications, is essential to allow
us to build a forward plan for development of course materials.

My course materials for TOGAF 9 are new, and there needs to be some
level of change to improve delivery and correct minor errors.

    2. Issue Impact:

    Uncertainty.
Risk of inedvertent deviation for the Accreditation Policy.
Inability to improve quality of training materials.

    3. Issue Urgency:

    Urgent /Important

    4. Issue Time Window:

It is already having an impact. Trainers are asking for changes in
materials to improve quality of training.

    5. Willingness to participate in follow-up:

Yes. I already have a draft set of guidelines to use as the basis for this.

Review Response The CA recommends that no change be made.

The purpose of the requirement is that we have a reasonably current copy
of the materials for each accredited course.

The wording was chosen deliberately to allow for subjective
    interpretation to avoid
    arbitrary criteria and needless administration.

We see no point in being deluged with minor updates and bug fixes - the
    intent was to
encourage common sense: if the materials have not changed much then we
    don't need to
see them, but if they have changed significantly then we would like to
    see them and have
    them on file.

Perhaps in the early life of a course it would make sense to collect a
    number of changes
over time and submit them when the material has settled down

We do not intend to charge for being sent such updates - we just want
    the materials
associated with an ATTC in our archive to substantially reflect what is
    being delivered

Review Conclusion This was discussed at the 20 July 2010 CSC face to face meeting.
There was no consensus that a change was needed. It was agreed to close
    this item.
