    Problem Summary Development of the TOGAF 9 certification program needs top down
    decisions to achieve target dates.
    Problem Description
    [CSC template]     		1.Issue Description:

    The development of detailed materials to support TOGAF 9 certification
    is being delayed by the lack of top down input on the structure of the
    program. Decisions have been made in principle that there shall be two
    (eventually) three levels of certification.

    There is no agreement on the basis for the lower level, so it is not
    possible to take the development of Key Learning Points and Learning
    Outcomes any further. At the last CSC meeting, this was referred to the
    KLP group.

    2. Issue Impact:

    Inability to establish the TOGAF 9 certification programme in a timely
    manner.

    3. Issue Urgency:

    Urgent and Important. The growth in take-up of TOGAF is starting to slow
    down in anticipation of TOGAF 9.

    4. Issue Time Window:

    The issue needs to be resolved in time to complete the detailed
    development of certification materials ahead of the Munich meeting on
    October 2008. This is needed to allow the necessary review processes to
    be completed in December.
