    Problem Summary Issues with the current requirements for TOGAF Training certification

    This is an issue for the attention of the CSC

    1.Issue Description:

    [ describe the problem in detail so that someone not familiar with the
    issue can understand the matter]

    What is the problem we are trying to fix?

    In the following section we define two terms:
    * ?Direct certification?, which is for candidates taking the
    examination at a Prometric test center
    * ?Indirect certification?, which is for candidates satisfactorily
    completing a certified training course

    There is a high confidence that direct certification for TOGAF is
    repeatable, reproducible and objective since every candidate is
    subject to the same conformance assessment: a written examination. Any
    instruction or self study that preceded the taking of the exam is
    irrelevant,
    since all applicants are assessed using a single standardized test
    method. This
    closely mirrors The Open Group?s technology certification programs. However
    there can be less certainty about the repeatability between the
    direct and indirect certification routes and between individuals certified
    though the indirect route.

    It is observed that:
    * Individuals certified through indirect certification do not take the
    standardized examination.
    * If indirect certification is partly based on a training provider?s
    course evaluation of a course attendee, it is difficult to know the
    quality of the evaluation or how it compares to the standardized
    examination, or to other training providers.
    * While the training course CSQ provides information that the entire
    TOGAF curriculum has been addressed by the course, there is no
    information about the depth and breadth of the coverage of the
    curriculum.

    It is reasonably certain that
    * The effectiveness of the instruction will depend not only on the
    curriculum used but also on the instructor?s skills, background and
    experience.
    * Not all applicants will learn at the same rate so the knowledge level
    acquired will differ between individuals attending exactly the same
    training course.
    - Human beings learn ?differently?, some visual, some
    auditory. It may be necessary to provide learning
    experiences for both types of learners.
    - Others may also suffer physical disabilities that may
    or may not be accommodated by a particular learning
    experience.

    Thus, the problem is that we need to find a way to assure that all
    instructors are distributing the same knowledge, including the depth and
    breadth of
    knowledge. Furthermore, that they do so in a manner which is most
    effective and equivalent to that which is needed to pass the
    standardized public examination.



    2. Issue Impact:

    Without this assurance, there is a risk that the TOGAF certification
    program
    and other related people certification programs, that take the same
    approach, may fall into disrepute.

    training and examination

    * Decentralized ?no verification of
    - Certification approval process
    - Quality of instruction
    - Accuracy of material
