    Problem Summary Create a TOGAF Certification Program Strategy in 2 Phases
    Problem Description
    [CSC template]     		Issue Description:
    The Open Group TOGAF certification program is lacking a coherent and
    comprehensive certification strategy including; release strategy, clear
    value proposition, position on relationship and level of independence from
    other certification programs, incorporation of industry best practices from
    other Certification Programs.

    The CSC suggests addressing this in 2 phases; the first of which is to
    document and obtain concensus on a strategy relatively quickly, and then
    follow up with a process to ensure that the certification program
    documentation is consistent with the strategy.

    This particular problem report pertains to the first of those phases.

    Issue Impact:
    Lacking a strategy the different aspects of the program are likely to
    diverge, the program may not be able to keep pace with TOGAF
    enhancements, the market may be confused, and alll in all the integrity of
    the program may be subject to doubt.

    Issue Urgency: Urgent AND Important
    This opportunity to clarify the certification program strategy is important,
    but should be addressed in a short period of time to avert the potential
    negative consequences.
