    Problem Summary Creat() fails in an almost full disk for VSX4 tests
    Problem Text Unix Conformance test suites use a file partition during setup and fills it
    nearly to the brim using
    the filldisc script in order to test a few utilities for ENOSPC. It then
    attempts to create files in that
    partition using creat(), and the creat() calls are failing for some of the
    tests occasionally
