    Problem Summary cp utility not working with target of symlink pointing to a non-existing file
    Problem Text As per the test, If you want to cp into symlink and the target of this
    symlink doesn't exist then it should to be created as a regular file. In the
    current test, ga11_linktarget should be created as a regular file with contents
    of tetcp001.inp. Whereas in the current version of our OS, it is not creating
    the file for the ga11_linktarget and that is causing the test to fail with file
    missing error.
