    Problem Summary /tset/POSIX.upe/man/man.ex:18 FAILs in SUSv3 and it should not.
    Problem Text Solaris man writes out the diagnostic message if there is no preformated
    man page after clean install. The command succeeds. Standard doesn't
    seem to disallow that.

    It was allowed to informational messages to be written to stderr in
    SUSv4. SUSv3 required that it only be used for diagnostic messages.

    We would like to keep the number of steps making the Solaris system Unix
    conforming minimal so I am kindly asking for PIN on this case.

    The SUSv3 requirement does not match existing practice and this has been
    corrected in SUSv4. Therefore a PIN is recommended.
