    Problem Summary The result of setting MAKEFLAGS in the Makefile is unspecified.
    Problem Text The test case create a makefile that sets MAKEFLAGS to "ik", and
    set MAKEFLAGS in environment to "s". It hope that MAKEFLAGS in
    Makefile override the definition in environment.
    But according to the specification, "The result of setting
    MAKEFLAGS in the Makefile is unspecified." So I think this test
    case is not appropriate.

    and this change was overlooked when the UNIX03 test mode was added to
