Problem Text The test case create a makefile that sets MAKEFLAGS to "ik", and
set MAKEFLAGS in environment to "s". It hope that MAKEFLAGS in
Makefile override the definition in environment.
But according to the specification, "The result of setting
MAKEFLAGS in the Makefile is unspecified." So I think this test

The requirements concerning MAKEFLAGS changed between SUSv2 and SUSv3
and this change was overlooked when the UNIX03 test mode was added to
the test suite. The test should be changed to give a "Not In Use"
result in UNIX03 and later modes.
