    Test Identification CAPI.os/streams/ioctl 193
    Specification Base Definitions Issue 6
Problem Summary Test makes bad assumptions about the timing for dismantling a stream.
Problem Text The problem with this assertion is the test makes bad assumptions about
how quickly the stream gets dismantled after the close() is done on the
read-end of the pipe. If the stream is not dismantled when the
ioctl(...,I_PLINK,...) is called, it gets the desired ENXIO error. If
the stream has been dismantled before the ioctl() is executed, then the
file descriptor of that stream is no longer valid, resulting in an
    EINVAL error being returned.
    Test Output 10|0 /tset/CAPI.os/streams/ioctl/T.ioctl 13:31:19|TC Start, scenario ref 1-0
