update the ctimeProblem Text We are failing mv #47 in the new VSC suite running with TET3.6 lite.
The same testcase is successful from VSC5.1.2 using TET1.10 on the
same level of our product.
It is failing because the status information of the file
$(pwd)/tetmv0472.tmp after the mv successfully executed returning 0, are
the same as before the mv.
The test passes in VSC5.1.2 because the file permissions on the file
after mv differ, and therefore the comparison of the file status from
before and after the mv indicate that $pathname was affected by mv, and
therefore the testpurpose is successful.
In the new version the file permissions are the same, so the test will
only pass if the ctime is changed by mv. Our implementation does not
update ctime. It is implementation specific as to whether or not ctime
