    It's the test case fault. It does not initialize the display, window and so on.
    Here is the difference after fixed:

    By the way, XmClipboardInquireFormat test case(s) does find a bug in
    this function and it's fixed.

    We recommend this request be refused.

    When all tests are run in sequence these variables would have been
    initialized in test 1 and test 3 would succeed.

    In a branding run, all tests must be run in sequence. Although we
    agree this is a bug in the code, this IR cannot be recommended for
    waiver because IRs can only be approved for issues which impact
    branding.
