    These tests are similar, except in that test 4 uses the SCHED_FIFO
    scheduling policy and test 5 uses SCHED_RR. Each test tries
    to create a collection of threads covering the entire range of
    priorities supported by the selected scheduling policy.

    However, the threads are created using the default scheduling policy,
    in our implementation SCHED_OTHER. Our SCHED_OTHER provides a range
    of priorities different than that of SCHED_RR or SCHED_OTHER, and the
    tests fail.

    The fix is to initialize the tests using the priorities allowed by the
    subject scheduling policies.
