    This test attempts to generate the TOUTSTATE error from t_optmgmt().
    Since t_optmgmt() is valid in all states except T_UNINIT, either a TBADF
    or a TOUTSTATE error could be considered valid in this case. For
    comparison, optmgmt test number 45 expects the TBADF error under similar
    conditions.

    In test 46, the file descriptor is created via a dup() system call,
    which results in an uninitialized transport endpoint. Since the XTI
    library data structures which are used to identify a valid transport
    endpoint haven't been created, the TBADF error is returned by this
    implementation. The alternative would be to require the endpoint to
    be synchronized with each call to t_optmgmt().
