    In the TPI specifications, the T_OPTMGMT_ACK primitive returns the flag
    value from the request (T_NEGOTIATE, T_CHECK, T_CURRENT, T_DEFAULT) in
    addition to the result value. In the XTI specifications, it doesn't
    mention the request flag being returned, so the implication is that
    ret->flags only returns the result, which of the optmgmt tests try to
    confirm. There's really no need for the two specifications to differ on
    this point.

    Since it is common for XTI to be implemented on top of TPI, and since
    X/Open now controls both specifications, it would be nice if they could
    be made congruent to avoid unnecessary work and confusion on the part of
    XTI implementors and users. I would suggest that future revisions of TPI
    be changed to allow the echoing of the flag from the request to be optional.

    It would seem logical for the two specifications to be aligned, if the
    difference is as per the request.

    After discussion with X/Open it is agreed that it is valid to include the
    request flags in the return flags field and that the test suite should be
    modified to allow for this.
