    Problem Text
    This interpretation request is for Xlib14/wcreic 1 and
    Xlib14/sicfoc 1.


    These tests make the assumption that if the "XMODIFIERS"
    environment is not set that there is no input method available,
    and a warning is generated. The spec makes no requirement that the
    "XMODIFIERS" environment variable be set.
