    Problem Text
    We believe this failure is due to a fault in the test suite, and request
    that a waiver be granted

    This test purpose uses the converter function XtCVT_ProcA. This
    function is supposed to set the "to_val->size" and "to_val->addr" fields
    before returning but it does not.

    All of the other converter functions in test case do set the size
    and addr fields. XtCVT_ProcA should do the same.
