This test may fail on all implementations because a Curses API is
not currently required.
The curses.h header tests should only be executed as part of either the
XPG4 Terminal Interfaces or XPG4 Internationalised Terminal Interfaces
test not the base header tests. Base does not require curses.h.Test Output

But VSU V4.0.2 does include curses.h tests in it's default (all)
scenario. When the test suite was released this was considered a
mandatory part of any profile or component for which the test suite
would act as an indicator of compliance. That has changed.
At present curses APIs are not required due to non-test suite
related issues. Until this changes, any curses.h failures
reported in VSU V4.0.2 may be ignored.
