    This test may fail on implementations whose range of possibile
    priorities is less than -20 to 20.

    The test expects that the -20 to 20 range is absolute. The
    specification reads,

    While the range of valid priority values is [-20, 20],
    implementations may enforce more restrictive limits.

    Our implementation conforms to the more restrictive limits clause.
