    This test may fail on implementations where possible pid values
    fall outside the range of allowable semctl() val values.

    vfork4 assertions is non-portable in the same way that vfork3 is
    (refer to TSD4U.00077)

    Specifically when trying to set a semaphore equal to
    the pid of the child process it created with vfork(). The maximum
    value that a semaphore can take on (for our platform) is 32767
    as #defined in the /sys/sem.h header file. This child pid can
    exceed this value, which caused it to fail when setting the semaphore.
