This test may fail on implemenations because not all arguments prior
to the 4th argument are referenced in the format string.
In From "System Interface and Headers Issue 4, Version 2", page 95,
paragraph 2 under Descripton:
The message body is generated from the message and following
arguments in the same manner as if these were arguments to
printf()...
On page 185, the fprintf article, it states:
When numbered argument specifications are used, specifying the
Nth argument requires that all of the leading arguments, from
the first to the (N-1), are specified in the format string
The format in test 139 is:
#define FORMAT2 "k$+-n.c = %1$+-7.c,k$+-n.s = %2$+-7.s,k$+-n.lo = %4$+-7.lo"

The format in test 146 is:

Notice the numbered argument specificaton %4$ is used, but %3$ is
missing. These are not valid printf formats so they cannot be valid
syslog formats.

contains %k$+-n.?, where k = a positive integer and
the argument is the kth argument where ? = a type
conversion character (d, hi, lo, f, e, g, c, s) the
result shall be equivalent to "%k$+n.?" except that
it shall be left justified.

it shall be left justified and, if the first character
of a signed conversion result is not a sign, a blank
shall be prefixed to the result.

We agree this is a test suite deficiency in the test
suite version(s) listed.
Since the behavior of the printf is undefined when not all
arguments prior to the Nth argument are referenced in the format
string, the last line in the syslog output is similiar but not
identical to the expected output generated by sprintf().
