This test may fail on high performance machine.
This test executes the 'for' loop to consume user CPU time
of the child process.
If the user time used by this child process
is less than the resolution of CPU time accounting ( clock tick ),
the ru_utime of child's resource usage becomes 0 and this test fails.Test Output

A successful call to pid_t wait3(int *stat_loc, int
options, struct rusage *resource_usage) when a child
process has changed state prior to the call shall
immediately return the process id of the child process
(after placing the child's resource usage in the
structure pointed to by resource_usage).
PREP: fork() a child that returns shortly
