    Problem Text
    The test assumes that when the user acounting database is opened only one
    file descriptor is used. The test attempts to identify the file descriptor,
    and then checks to see if open gets the same file descripter. The test is
    failing because it is getting a lower file descriptor.
    Test Output

    A call to void endutxent(void) shall close the user
    accounting database.

    The test in question checks to see how many file descriptors are
    open, then opens and closes the accounting database, then checks
    to see how many file descriptors are open. The number of
    descriptors open before and after the database operations should
    be the same.

    We find it difficult to imagine a situation where fewer file
    descriptors will be open after the database open and close than
    beforehand.
