    Problem Text
Test 21 for stdlib.h fails because it claims the last argument of
initstate() should be "int". In fact, it should be "size_t" as
HP-UX has it. There is a discrepancy in CASPEC between the
    initstate and stdlib.h pages.
    Test Output
    TEST CASE: stdlib.h

    TEST PURPOSE #21
The function char *initstate(unsigned seed, char
*state, int size) shall be declared with the correct
    prototype in stdlib.h.
    TEST: Argument and return typing
    TEST: Prototype match

    Manual analysis is required
cc: "hstdlib8.c", line 190: warning 604: Pointers are not assignment-compatible.
