    Problem Text
    We have a sporadic problem with building header tests in two areas: stat and limits. Some of the targets fail to build and exit with a fatal error, as the compiler does not find the necessary .H file. The first target is always built successfully, but any of the subsequent compile targets may fail, with no apparent pattern.
