    Problem Text
    This failure results from a grey area in the XPG4 XCU that has been
    carried forward into the UNIX98 XCU spec. The 1003.2 wg agreed that this
    requirement deviated from historical practice and that it was not the intend
    of the 1003.2 wg to do so. This discussion is detailed in pasc-1003.2-122
    interpretation, where the matter was referred to the sponsor. As of this
    date it appears that no action has been taken by the sponsor and we request
    that a PIN be issued for UNIX98 conformance, until the sponsor takes actions
    and accepts or rejects the wg recommendations.
