    Test Identification POSIX.sdo/make 51
Problem Summary TSD4C.00029 The test fails on implementations where the contents of MAKEFLAGS is either "kS" or "-kS" because the output is not being checked correctly.
    Problem Text
Although the output above is the same as you would expect if
if an IUT failed the test(s) listed, we believe our IUT is
    behaving properly.

Additional research shows Test case tp51() expects the contents
of MAKEFLAGS to be "-k -S". Our version prints out "kS".
According to XPG4 page 481, under the MAKEFLAGS description, it
    says:

"The implementation will accept both of the following formats...

    1. The characters are option letters without the leading hyphens
or blank character separation used on a command line.

    2. The characters are formatted in a manner similar to a portion
of the make command line: option are precded by hyphens and
    blank-character-separated ..."

The expected test output follows #2; our implementation follows #1.
The test shouls allow either output format.
