    The test may fail on implementations that write diagnostic
    messages to stderr.

    This test expects no output to stderr, but the fort77 standard states

    "This utility may produce warning messages about certain conditions
    that do not warrant returning an error (non-zero) exit value."

    Our implementation produces a warninf which states

    CAUTION:
    Library file './libt.a' either is empty or contains no object modules.

    The check for an empty stderr file should be removed.
