    Problem Text
    This test may fail if the fractional portion of time reported by
    the test case is exactly ".0".

    The test wants to verify that with "time -p" the number of digits
    following the radix character will be no less than one, and a
    trailing digit of zero is specifically allowed (IEEE Std
    1003.2-1992 4.22.8 line 4329).

    The output of the test command shown above, "real 0.0", is
    absolutely correct. But the RE the expr is using to check for
    the ".0" evaluates to "0" on success. The spec states that expr
    will return a 1 whenever the resulting expression is "0", so the
    test thinks the expression is failing even when it passes.
