Problem Summary TSD4C.00069 Test may fail on implementations that do not require user input to acknowledge the recovery procedure.
    Problem Text
The tests may fail on implementations that do not require user input
    to acknowledge the recovery procedure.

These tests attempt to recover files for various reasons.
They all recover the file, issue 2 newlines to proceed past
recovery verification prompts, then check which line the cursor
    is positioned on.

The problem is that nothing in the spec mandates the recovery
prompts. Our implementation does not issue these prompts so the
2 newlines try to move the cursor past the end of the file. This
generates diagnostics to stderr which the tests neither expect
nor allow, so the tests fail.
