    Problem Text
This test may fail on implementations where sleep is a shell
    utility builtin.

The test invokes sleep as the process to check for the command name
and argument. sleep is a builtin in our version of the shell
and so does not show up in the ps.

The test was changed in VSC4.1.5 to try and fix this, but the
change to use the "command" utility to invoke sleep, only
overrides any function definitions, and not the builtin (see
IEEE Standard 1003.2-92 Page 841 which has an illustration
    for ls).
