    This test may fail on implementations because the standard does
    not specify the behavior of the null expression {0,0}.

    We believe that test awk[426] should be granted a permanent waiver.

    The VSC test awk[426] states:

    Note: The behavior associated with this assertion is currently
    the subject of an IEEE POSIX.2 interpretation request and may
    change in a future revision of POSIX.2.

    The related PASC Interpretation reference 1003.2-#125 states that:

    "Parentheses are not grouping characters in a BRE. Assuming that what was
    intended was BRE="\([a-c]*\)\{0,0\}" then a literal reading of the
    text would say that this expression is equivalent to the null regular
    expression. The meaning of the null regular expression is not specified
    by the standard, and as such no conformance distinction can be made
    between alternative implementations based on this. This is being referred
    to the sponsor."

    This means that there is no standard behaviour for this regular expression.
    So, the behaviour of the regular expression ([a-c]*)\{0,0\} is unspecified.
    This interpretation became final 11 September 1995.
