    Problem Text
    This test may fail on implementations that print warnings and return
    an exit status of 1 when the -c option is specified.

    Our implementation returns an exit status of 1 if a locale source file
    does not contain all the elements defined in the corresponding charmap
    and writes warning messages to stderr to let the user know that the
    source file may not have all the POSIX defined categories included.
