    This assertion fails because ga04 does not accept that localedef can
    exit successfully with a return code of 1.

    ga04 expects the return value to be 0, but on our implementation
    either 0 or 1 are acceptable. Return code 1 occurs when warning
    messages are generated, in the case(s) when a minimal locale source
    file is used and the minimum POSIX locale information is supplied by
    the localedef utility.
