This test may fail on implementations that report an error when
the source and destination files are identical.
This is a different manifestation of the deficiency reported in
TSD4C.00143.
In this test, the suite copies a file to itself and verifies that the
file's modification time is updated. In our case, uuto uses cp,
which returns an error and affects neither the file nor its modification
time, as required by POSIX 1003.2-1992, 4.13.2, lines 2611-13:
