    This test may fail because the time delay between an escape character
    and next character may be insufficient.

    We think this problem is similar to TSD4Csan.00154 or TSD4Csan.00010.

    The assertion #118 seems to be passed in a journal file, but it also
    contains this problem.

    The test "sh_03" verify all functions related to an insert mode
    of vi, and use all interactive tools and the escape charter encoded
    by $VSC_ESC.
    The same source file is used for executing each assertion, but
    there is no wait time after the escape character is transmitted.
    So, this test will fail sporadically.

    In our environment, we are enough for taking one second wait time
    between each escape character and next input to pass the assertion .

    We agree this is a test suite deficiency in test 117.

    But we do not believe this TSD should apply to test 118 or
    any other sh_03 tests. Test results that show a test fails
    are necessary before a waiver for any test may be granted.
