Problem Summary TSD4C.00195 This test may fail on implementations that properly fail the command, test -f FILE, if FILE is not a regular file.
    Problem Text
In tp17, check the file that moved with "test -f".
    ex.
    [ -f ${another_fs}/$2 ]
The "-f" option of test command checks if a file exists and
    is a regular file.
But in tp17-2, a source file is a Character special file,
and in tp17-3, it is a Block special file.
So, "test -f" will return FALSE.
