    The nl test cases 1010 and 1015 are attempting to validate
    behavior based an interpretation request VWG/053/092593 for XCU4
    as noted in the journal file. The test suite is currently validating
    XCU5 which has clarified the issue of the meaning for the type "t".


    In XCU5, page 549 it states

    t Number only non-empty lines.


    IN XBD5, page 12 defines empty line

    A line consisting of only a newline character.


    The test suite is creating a line with multiple escapes as the last
    line which is supposed to be not numbered for this assertion. But by
    the defintion of "t" functionality this constitutes a non-empty line
    thus will be numbered since empty lines are anything other than a line
    consisting of a newline character. The test cases need to be updated to
    reflect XCU5 definitions.
