This assertion fails on our implementation for the same
reasons as discussed in TSD4C.00099. Neither the spec
requirements nor the test case has changed. A new TSD or
possibly a pin needs to granted for the current version of

Some time ago, in TSD4C.00099 we stated...
We reluctantly agree this is a test suite deficiency in the test
suite version(s) listed.
The current spec is silent about the results of using an
undefined mark as part of a command.
POSIX.2b section 4.20.7.2(4) clarifies the usage of marks in
addressing. It states:
The apostrophe-x character pair ('x) shall address the line marked
with the mark name character x, which shall be a lowercase letter
from the portable character set or one of the characters backquote
(`) or apostrophe ('). It shall be an error if the character has
not been set to mark a line, or if the line that was marked is
not currently present in the edit buffer, or the mark has not been
set. Lines can be marked by the k command.
We suggest a TIN be granted for this behavior until the spec is aligned
with a revised POSIX spec.
