    Problem Text
    The behavior in the testcases listed above was submitted to the IEEE
    for an 1003.2 interpretation and was ruled to be wrong. Note; that two
    interpretation requests #77 and #96 were submitted for this. The second
    ruled that the first response was incorrect. The response for the second
    Intrepretation follows:

    Upon further consideration, we agree that the response to PASC Interpretation
    #77 is incorrect.

    The interpretation on #77 should have been:
    (1) the first sentence of the paragraph on page 200 l1570-1573
    is poorly worded.
    (2) the scale of the result of calling one of the math functions
    provided when the -l option is specified, could be interpreted to
    be the value of the the scale register at the time the function
    is invoked or the scale of 0 (which is 0).

    The standard is unclear on this issue, and no conformance distinction can
    be made between alternative implementations based on this. This is being
    referred to the sponsor.


    Based on this, the expected result for the test case could be either
    scale(s(0))=0(zero) or scale(s(0))=20.
