    Because a meaningless environment variable "NOT_HERE" is specified in
    "asa" command line, "asa" handles it an error.

    ^^^^^^^^ This is a meaningless environment variable.

    We believe there are errors in test #820.

    must not begin with a dollar sign.

    Both NOT_HERE and asa_in_820_1 are arguments to the asa command.
    NOT_HERE is the name of a file that does not exist, asa_in_820_1
    is the name of a file that does exist.

    The assertion for this test states

    When a utility is unable to perform the requested action on an
    external file specified by an operand, then the utility issues a
    diagnostic message to standard error and continues processing
    subsequent files. The final exit status of the utility is
    non-zero.

    The test expects that asa will issue an error when it can not
    open NOT_HERE, then continue on and processes asa_in_820_1, then
    exit with a not zero exit status because it can not open NOT_HERE.

    Your test system correctly processes asa_in_820_1, but it does not
    exit with an error code.
