external file specified by an operand, then the utility issues a
diagnostic message to standard error and continues processing
subsequent files. The final exit status of the utility is
non-zero.
The test expects that asa will issue an error when it can not
open NOT_HERE, then continue on and processes asa_in_820_1, then
exit with a not zero exit status because it can not open NOT_HERE.
