    Problem Text
    The above failure occurs when the XNFS_MONLOCK_SUPP parameter in
    the client tetexec.cfg file is set to 'Y'.

    In the XNFS specification section 11.3.2 (SM_STAT Specification)
    it states "Implementations should not rely on this procedure being
    operative. In many current implementations of the NSM it will always
    return a 'STAT_FAIL' status."

    This implies that the SM_STAT procedure may return STAT_FAIL exclusively
    and still be XNFS compliant. If that is the case, I would request a
    permanent interpretation.

    Review Response
    I would suggest that this failure is related to the setting of the
    XNFS_MONLOCK_SUPP parameter, which should be set to N for implementations
    which do not support monitoring. Changing the setting of this parameter
    should resolve the problem and it will not be necessary to grant a waiver
    for this test.
