    Errors are caused by calls to the semctl() function with NSEMS as
    second argument (lines 269 and 423), where NSEMS is the same value
    used as second argument (sem_nsems) in the previous calls to the
    semget() function (lines 255 and 409).

    Tests erroneusly expect the calls to the semctl() function to succeed,
    since "System Interfaces and Headers, Issue 4" states the following
    about semctl() (page 350):

    ERRORS
    The semctl() function will fail if:
    ...
    [EINVAL] The value of semid is not a valid semaphore
    identifier, or the value of semnum is less than
    zero or greater than or equal to sem_nsems, or
    the value of cmd is not a valid command.
