Test Description:
If general terminal interface supported:
When tcsetattr(fildes, TCSADRAIN, termios_p) is called from a
foreground process, it shall set the parameters associated with the
terminal described by fildes from the termios structure referenced
by termios_p, and shall return zero. The call to tcsetattr() shall
wait for data in the terminal's output queue to be drained.

Test Strategy:
OPEN and initialise terminal file and loop back file
SET time out for WAITTIME
WRITE data to loop back file using write()
WRITE data to terminal file using write()
OBTAIN terminal information using tcgetattr(tty_fildes, tty_termios_p)
SET terminal information using tcsetattr(tty_fildes, TCSADRAIN,
tty_termios_p)
VERIFY that tcsetattr() returned zero.
FLUSH output terminal file data using tcflush()
(This will discard any terminal output not yet transmitted)
SLEEP to allow data to become available for reading
SET time out for WAITTIME
READ from loop back file using read()
VERIFY that no terminal output was discarded
