and returns ENOSYS for other locales.
The constant _XOPEN_ENH_I18N is set to (-1L) in <unistd.h>

Test Description:
If wcsxfrm() is supported:
When
a. there has been no previously successful call to setlocale();
b. collating information is not available for the currently
specified language. then a call to wcsxfrm() uses collating
information for the 'C' locale.
Otherwise:
A call to wcsxfrm() returns (size_t)-1 and sets errno to ENOSYS.
Test Strategy:
VERIFY collation is as per 'C' locale when no locale has been set
SET locale to VSX4L0
VERIFY collation is as per 'C' locale when locale with no collating
information has been set
Test Information:
wcsxfrm() gave ENOSYS but a previous call did not
