    This is a known problem documented in the VSX4.2.3 release notes.
    This is similar to our earlier waiver, except that this system
    configuration does not support the XCU4 commands.
    There is a pending ruling from XoTGbase (VWG/029/160992) that would allow
    a system configured without the XCU4 commands to return -1 for the
    _POSIX2_VERSION.

    Test Description:
    The header file contains a definition for the symbolic constant
    _POSIX2_VERSION which has the required integer value.
    Not tested in XPG3 mode.

    Test Strategy:
    COMPILE program including <unistd.h>.
    VERIFY symbolic constant exists using #ifndef.
    VERIFY value of constant is as expected.
    VERIFY there were no compiler errors.

    The K/RT interpretation VWG/029/160992 states that _POSIX2_VERSION can be
    set to -1 to indicate that the system does not support the XCU4 command
    behaviour. This behaviour will be accepted in the next release of VSX.
